Subject: Important Notice Regarding Recycling Bin Regulations

Dear Residents:

I hope this message finds you well. I am writing to clarify an issue with recycling.  We are seeing repeated instances of the use of white trash bags in recycling containers.  City Ordinance No. 2023-07 states “Recycling material must be visible in the recycling container or placed in a clear bag and placed in the recycling container.”  We do not want to be punitive, but the use of white trash bags puts our officers in a difficult position.  Therefore, officers have been instructed that if the contents of the recycling bag are not visible, then the bag will be determined to be trash.  To ensure equal enforcement and avoid any perception of preferential treatment, officers will issue a citation for visible white trash bags in recycling containers as well as in trash containers.
